High Encoding CPU Usage while streaming.

Recently I was streaming the game (which is great I love this game) I seem to be having some issues, when I'm inside a cabin it streams fine but when I'm outside it says Warning High Encoding CPU usage consider tuning. I have streamed other games that are much more demanding so I don't think its a hardware limitation. What I did notice was even in full screen mode it doesn't really go full screen; I can see at the very top of my screen my desktop wallpaper. I will attach the output log below. I'm using Win 7 64 bit and GTX 970 video card, OBS streaming software (this is giving me the warning while I stream) Otherwise the game runs just fine.
