Hello , maybe my idea is not the topic , but why in the game doesn't make the opportunity any way to restore the flow of gas or at least water .

In terms of the water flow, I'm guessing because we are in a water apocalypse that the water is frozen in pipes and that they are not maintained.

Not to mention, the only reason water flows when you turn the tap (faucet, for you 'Mericans), is because the water supply company uses big pumps to keep up the pressure. Those pumps are electric. Good luck getting them running with the grid down. 

Gas is a bit different. The compressors used to keep gas pressure up are usually powered by internal combustion engines, burning a little of the gas they supply, to keep themselves running. But if there aren't enough people around to maintain the machines, well...
