Bug reporting issues (new database)

I'd like to either 1) report a new bug or 2) comment on an existing bug, but even after signing up with Atlassian I cannot seem to do so. I've read the message re: the new Bug Reporting Public Database, and received a confirmation email after signing up, but when I try to Login from the Open Issues page I get sent to another page telling me my email address is not recognized & I have no permission to post in the database, exact message:
Your email address <myaddy@mymailserver.net> doesn't have access to hinterlandgames.atlassian.net
Note: I subbed in a <generic placeholder> in the message quote above for privacy's sake; the message does display my correct email address.
 

It's also unclear whether we should comment on an existing issues if our report matches the existing issue, or create what is essentially a new but duplicate issue (the latter is contrary to all my experience with bug reports).

I also tried the "Contact Hinterland Support" link but got a 404.
