carter dam upper stories

I know this is not a question as such but has anyone noticed that as you approach the door to carter dam there are three windows high up.   Not unusual until you get inside and from the entry level everything goes down   what is  up  there they do not want us to see.     Maybe a Canadian area   51!!!!!
