You and me and everyone else here have already experienced the game in sandbox mode and found that the game is probably best suited for a teen or older (simply due to difficulty), but is not so frightening or gory to be rated MA. So why would hinterlands do something that raised the age cap to 17 when their game is already known for being a good game for teenagers (who may already own the game).
