Modding in real world or fantasy environments?

Is this a possibility with this engine? Could modders - down the line - mod in new environmental sandboxes that mimiced any location? Real world and otherwise? I mean, I'd like to see how long I could last in a realistic representation of say, Alaska, Yellowstone, Nunavut, etc. As for fantasy locations, there's only one acceptable answer: North of the Wall.
