clothes wet from snow while under shelter

I was under the overhang at the Camp Office in ML, which is solid without holes, and even though the snow was falling vertically (no wind), I got wet. I was standing in the center of the overhang, not at the ends. I would think I'd be protected unless there is wind... but maybe the game code doesn't recognize that I'm basically under a roof?

Yeah, I'm guessing that doesn't count as "shelter" (a cave or inside structure).
