I don't think so. There are places in Wintermute that cannot be visited, in fact they don't even exist in sandbox. 

I hope we will eventually see places in sandbox where you can only enter at a certain conditions. Like electric doors that work only during aurora, island off the shore that has weak ice around it can be accessed during early morning hours when conditions are at the lowest and temporarily,  the weak ice is strong enough to hold the player crossing, or a thin pass in the mountains that can be entered only when the wind is minimal. 

Think these things could make the game  more interesting.
