Tree Draw / Tree Billboard glitches (updated)

System specs:

(Laptop) Dell Inspiron 7567 w/ Nvidia GTX 1050 ti (bought brand new in May, 2017), Windows 10

Edit: At first I thought it could have been my video card but now I'm convinced it's not after a fair amount of tinkering.

After verifying the integrity of the game cache, re-installing the game, and re-installing my video drivers, I've narrowed down the issue:

It's the tree draw/ tree billboard sliders! In this video they are maximized. I believe my rig is powerful enough where it *should* be able to handle that, in fact does handle it with still 60+ fps... yet still this glitch...

In which case is this a Video effects bug? Hinterland, thoughts? Thanks!

Edit 2: After testing all the maps, this bug seems to only happen on the Mystery Lake and Coastal Highway, all other maps are fine.
